De SAB is door het Ministerie van Infrastructuur en Milieu aangewezen om als Nationaal Instituut zorg te dragen voor het creëren en onderhouden van een netwerk van afvalinzamelaars ten behoeve van het inzamelen en verder verwijderen van afvalstoffen uit de beroepsbinnenvaart (m.u.v. ladingresten) en de inning van de in het Scheepsafvalstoffenverdrag verplicht gestelde afvalbeheersbijdrage. Tevens heeft de SAB als taak het verstrekken, controleren en verder behandelen van vaardocumenten - zoals dienstboekjes, vaartijdenboeken, olieafgifteboekjes e.d. - ten behoeve van binnenvaartschepen en/of bemanningsleden van deze schepen.
